三、悬挑脚手架装拆作业前安全监理控制的要点：
1. 审核施工单位编制的悬挑脚手架“施工组织设计方案”中的安全技术措施。该方案应经施工企业技术负责人审核批准。
2. 施工组织设计方案应包括悬挑脚手架结构设计、装拆施工要求、施工顺序、安全措施，并附安全验算结果、详图及说明。
3. 装拆作业人员应具有“特种作业人员”上岗操作证书，且在证书有效期内。

1. 脚手架装拆作业过程中必须由专人进行现场监护，安全监理应加强巡视检查。
2. 搭设脚手架人员必须戴安全帽和扣好帽带，穿防滑鞋，袖口、裤口要扎紧。
3. 施工现场带电线路，如无可靠的安全措施，一律不准通过脚手架，非电工不得擅自接电线、电器装置。
4. 在脚手架上进行电、气焊作业时，必须有动火报告，并报主管部门批准，必须有防火措施和专人看守。
5. 为了确保脚手架的稳定性，应根据建筑物的轴线尺寸，在水平方向每隔1.4m要与墙体接牢，在垂直方向每隔两步三跨设置一个拉接点，各点成梅花形，相互错开。
6. 挑架在安装前，应放好线，预先埋设钢筋Φ16，摆放槽钢，与预埋钢筋焊接，在上一层预埋钢筋Φ16，与槽钢顶头斜拉焊接。

11. 严禁将外径48mm和50mm的钢管混合使用。
12. 旧扣件使用前应进行质量检查，有裂缝、变形的严禁使用，出现滑丝的螺丝必须更换。
13. 脚手板铺设必须严密，材质应符合规范要求。 14. 悬挑脚手架的作业层外侧应按照临边洞口防护的规定设置防护栏杆和档脚板，防止人、物的坠落。架体外侧用密目网封严。
五、悬挑脚手架拆卸作业中的安全监理控制要点：
1、拆除作业前，应由施工单位技术负责人对施工人员进行安全技术交底。
2、拆除作业必须由上而下逐层进行，严禁上、下同时进行作业。
